Construction (Design and Management) Regulations 2015


1. Principal Designer

If you require a Principal Designer we can take on this role for you and we offer two levels of service:


Silver

  • We will undertake all the Principal Designer duties
    required by CDM 2015.
  • Preparation of the Pre-construction Information
  • Submitting the F10 notification
  • Principal Designer Risk Register
  • We will advise you of the suitability of the Construction Phase Plan produced by the Principal Contractor
  • Ensuring that designers have assessed risks and introduced adequate control measures.
    This is particularly important for temporary works such as excavations; demolition; propping; and heavy lifting
  • A comprehensive compliance site inspection and report at the start of the project.
    We will provide recommendations on remedial actions.
  • Fire Risk Assessment and a site rating.
  • Preparation and production of an electronic Health and Safety File as set out in Appendix 4 of the Regulations
  • Full support for the Client, Architect and Principal Contractor on matters concerning CDM 2015
  • Inclusive fee £2,445+VAT.

Gold

  • All silver services, plus
  • We will provide you with an electronic version of the Health and Safety File including all documentation provided by the Principal Contractor. These documents include details about the fixtures and finishes used on your project, relevant drawings, warranties/certificates, and maintenance manuals.
  • Inclusive fee £2,940+VAT.



2. CDM Consultant

If you are acting as, or appointing, a Principal Designer we can provide a complete support package as your CDM Consultant. We offer three levels of service: the Silver level adds in a site visit, which we would very much recommend. All fees are inclusive, and standard fees are shown below. If you wish we will retain a copy of the Health and Safety File for a year.


LEVEL 1: BRONZE
We will support the Principal Designer in undertaking all the duties required by CDM 2015. This includes preparing the Pre Construction Information; submitting the F10 notification; and preparing a Health and Safety File as set out in Appendix 4 of the Regulations. We will advise you on the suitability of the Construction Phase Plan produced by the Principal Contractor. We are available to the Client, Principal Designer and Principal Contractor to answer questions and advise on all matters concerning CDM 2015.
Inclusive fee £1,440+VAT.

LEVEL 2: SILVER
Includes Bronze. The documentation produced under CDM 2015 is designed to ensure that your project is safe and conforms with legislation. To make sure this is the case, we will undertake a comprehensive site visit in the early stages of the project, and produce a report with a checklist showing what is and what is not compliant. We detail every item and provide recommendations for remedial action. This report includes an assessment of the site Fire Risk and a site rating. We are available to all duty holders to answer queries and advise on CDM 2015 and Health and Safety on site.
Inclusive fee £1,845+VAT.

LEVEL 3: GOLD
Includes Bronze and Silver. And at the end of the project we will create a Health and Safety File which includes information provided by the Principal Contractor. This means that you will have a set of documents with the information about your project in one place.

3. Seminar “Working with the CDM Regulations”

Over the past eight years, we have presented this CDM seminar to architects, engineers, contractors, and an estate agent. The seminar will give you a clear and full understanding of the Regulations and their implications for you. The seminar counts as CPD and we do not charge for it.

The seminar is based on six short Power-Point Presentations which include case studies and practical examples. There is lots of space for questions and discussions. We will focus on those areas that are most relevant to your responsibilities but the basic plan is:

1. Construction Site Planning

Construction Site Safety Management
Beech Hill safety provides a complete service for contractors and Principal Contractors. We supply documentation including your Construction Phase Plan; notices and signs and a large number of information sheets and method statements to provide detailed advice on site activities and risk control. We can undertake a Fire Risk Assessment, which is required by law (a construction site is a workplace!). We can agree a number of site visits and our inspections will detail what is compliant and what needs improvement on your site. Our site visit report includes a Site Rating so that you can monitor improvement over time, and a check sheet so that you can record actions taken arising from problems identified.

Waste Management
We can produce a Waste Management Plan for your site. This is often required by the local Council but even if not, a waste management plan can save time and money and reduce your impact on the environment.

Traffic Management
We can produce a Construction Traffic Management Plan for your site, this is often required by the local Council. The plan will set out routes for traffic to reduce the impact on local residents, road users and the travelling public (pedestrians).

Construction Management Plan
A CMP is often required by Councils and will include: timing and site details; community liaison; transport and traffic management; street works; environment. A CMP is often very detailed and becomes a legally binding agreement; we can produce this for you and negotiate with the local authority.

We can prepare a stand-alone Construction Phase Plan as required by the CDM Regulations for your next project.

2. Site Fire Safety




Site Fire Risk Assessment
A construction site is a workplace and therefore comes under the Regulatory Reform (Fire Safety) Order 2005, and a fire risk assessment must be undertaken. We normally undertake this as part of our service as health and safety consultant, but we can also prepare a fire risk assessment for you as a one off.

Joint Code of Practice
A Fire Risk Assessment under the Joint Code of Practice on the Protection from Fire of Construction Sites and Buildings Undergoing Renovation (Tenth Edition) may be required for larger construction projects with an original contract value of £2.5 million or above. Sometimes insurance companies request a JCP fire risk assessment on smaller contracts, so it may be wise to check that with them. We regularly undertake these more detailed fire risk assessments.

3. Surveys and testing

Noise Survey
Both acute and chronic noise can cause hearing loss and other problems like tinnitus. We can undertake a noise survey on your site and advise you on any required actions and on how to control the risk from noise.

Hand Arm Vibration Survey
Using vibrating equipment can cause serious damage to workers’ hands and arms. We can undertake a survey of vibration levels on your site and advise you on any required actions and on how to control the risk from vibration.

Portable Appliance Testing
You need to make sure that electrical portable appliances like fridges, kettles and microwaves are safe. The usual way of doing this is to have all portable appliances tested at regular intervals. We can undertake this for you on your site.

4. HSE Inspection

If a Health and Safety Executive inspector pays a visit to your site, they may find contraventions and require you to undertake remedial action. They may impose an Improvement Notice or a Prohibition Notice. Depending on which of these is imposed and what actions are required, there could be considerable delay to your site activity. We can help you get back to work safely and legally in as short time as possible. We can liaise with the HSE and provide you with advice, processes and information to fulfil the requirements of any HSE Notices.

Policies

Health and Safety Policies

Do you need H&S Policies?

If you have five or more employees you must have a Health and Safety Policy in writing. And if you have four or fewer employees you have to have a Health and Safety Policy, but it doesn’t have to be in writing. This is clearly not very satisfactory as nobody will know what it is.

We recommend that you have a set of policies setting out expectations and procedures. This is important for good management, and essential to keep your business safe. It is right that you and your employees and workers know what the rules are, what is expected, what is acceptable and what is not.

For example, if you don’t have an alcohol and drug abuse policy workers can say that they didn’t know anything about this, and dealing with any problems is going to be difficult. With a clear policy, known to your employees, you are in a safer and less vulnerable position.

We can provide you with a set of policies for £350. We will provide these very quickly and then remind you every year when they need to be renewed. The annual renewal cost is £175.

Accreditation Support

1. Accreditation

Accreditation is increasingly important for companies to demonstrate competence and improvement, and when tendering for contracts.

Safe Schemes in Procurement (SSIP) is a set of health and safety assessment criteria used by many construction clients and Principal Contractors in the UK to evaluate the competence and performance of contractors and subcontractors in terms of their health and safety management systems.

SSIP helps suppliers to save time and reduce costs to allow them to concentrate more on their jobs instead of worrying about obtaining multiple health and safety certifications. Contractors and subcontractors who have been assessed and accredited by an SSIP member scheme can demonstrate their compliance with health and safety standards to a range of construction clients, reducing the need for multiple assessments and paperwork.

Common SSIP schemes include CHAS, SMAS and SafeContractor.

We can help you with your SSIP accreditation and our service includes:

  • Office hours telephone assistance, to answer your questions and any concerns which you may have regarding your accreditation.
  • The provision of Health and Safety documents for you to adopt.
  • The provision of Control documentation for you to complete; this will be used as evidence of your workplace health and safety management.
  • Uploading your documentation and other required evidence to the SSIP Members' server.

We provide bespoke fire safety training at your workplace with PowerPoint presentations, videos, and information leaflets. During the safety training, we will go on a tour of some or all of the workplace, looking at specific fire risks and the measures in place to control them. 3. Fire Risk Assessment


A fire risk assessment must be undertaken for all premises which are not a single domestic dwelling, and for every workplace, and the FRA is usually reviewed annually. We are experienced in fire risk assessments for businesses, workshops, construction sites, and multiple dwellings such as blocks of flats (under 18m in height). We will provide you with a detailed FRA, remind you of the need for an update each year, and undertake the update if required.

2. Seminar “Essential Site Safety"



Architects, engineers and designers are not usually responsible for managing Health and Safety on site, but you do have an investment in the project, and your names are associated with it. This applies particularly if you are the Principal Designer. The Client may be expecting you to keep an eye on problems that could delay or impact negatively on the project, and to protect their reputation. As professionals you do have a responsibility to contribute to the safe management of risk on site.

If you are visiting sites, and you see things that are not, or may not be safe, what should you do? This seminar will alert you to the key Health and Safety issues you should be aware of, help you to see the hazards on site, and give advice on what you should do to improve risk control and protect your professional reputation. This seminar is also ideal for contractors as a refresher course on site safety.
